Dear Editor,

I have a puzzle and can’t figure it out. Our city got a $50,000 grant to replace the roof on the historic Byar’s Building.

Apparently the job has been awarded to a non-roofing company for this dear historic building. According to the city, they did not need to post it in the paper for bids. A city worker was allowed to contact a few individuals to give him a bid. Why did they not go directly to a roofing company for their expertise and warranty verses selecting a third party? So, I just can’t put the pieces together on this one.
