Judge Bill Guthrie called the September 11 regularly scheduled meeting of the Blanco County Commissioners to order promptly at 9:00AM. After minutes of the prior meeting were approved as read, Commissioner Granberg’s continuing education hours were acknowledged by the Court.
Next, the Court discussed one paving bid for a 1.62 mile long project in Precinct One from A-Tex Paving at $1.25 per yard, using one course sandstone #4, for a total of $25,000, to be completed by October 1. This bid was accepted as proposed. Advertising for bids to repair a damaged radio tower was approved after brief discussion.
The extension of bonds for road construction, sewer collection and water collection distribution system for the Rockin J subdivision, Unit 3, was also approved.
Authorization for an order to issue a $300,000 Blanco County Texas Tax Note Series 2007 was discussed and approved, with Judge Guthrie pointing out to the Court that this will additionally authorize the County Judge and the County Clerk to sign these Tax Notes. The property tax increase as reflected in the Budget for FY 2007-2008 was ratified by the Court after Judge Guthrie pointed out that “the rate itself has gone down.” The Blanco County Budget for 2007-2008 was then approved and adopted by the Commissioners.
The Commissioners also approved the new tax rate of .3804, of which .0683 is for debt service and .3121 is for maintenance and operations. As there were no questions, the Commissioners approved the new tax rate. Homestead exemption was set by the Court at 1% of appraised value with a minimum exemption of $5000. Next the Commissioners discussed continuing to allow tax incentives for early payment.
“We don’t have to do this,” Judge Guthrie explained to the Court as he recommended the adoption of the incentives as consideration for early payment “but this is what we’ve done for many years now and it will be good to continue this practice.”
This recommendation was voted on and approved unanimously by the Commissioners. Early payment discounts will be as follows: 3% discount for tax payments made in October 2007; 2% discount for tax payments made in November 2007; and 1% discount for tax payments made in December 2007.
Payroll for September 2007, official reports, and outstanding bills were all approved.
