Blanco EMS Cleared of All Proposed Action by State
DSHS thanked for saving community based EMS

Background: On Wednesday, November 5th, a team involved in the reorganization of Blanco EMS, presented to officials of the Department of State Health Services the many organizational and operating changes adopted by Blanco EMS since Mark McMain resigned on July 31st, 2008. Mechelle Salmon, Director, outlined the organizational operating and financial systems and procedures that have been implemented to ensure compliance with DSHS requirements and standards. After a two hour briefing and interview session, the Blanco team was asked to wait outside as the DSHS panel deliberated the pending actions intended for Blanco EMS.

After a brief time, the Blanco representatives were informed that all proposed action by the Department of State Health Services had been withdrawn. DSHS staff stated that the work completed, in just 98 days, by the Blanco EMS management team under the direction of Mechelle Salmon obviated the need for DSHS sanctions, service level downgrades and/or license termination. DSHS staff members stated that all cited deficiencies had been addressed with the proactive remediation plan and actions that have been implemented by Blanco EMS. DSHS staff members stated that they were very pleased and surprised—they did not expect the reorganization of Blanco EMS to be so successful. DSHS staff wished Blanco EMS good luck and said the community was fortunate that the EMS service was turned around.

The Blanco Team informed the DSHS staff that their investigation and guidance facilitated the efficient efforts of the Blanco team. Both the team and the DSHS believe that the efforts and actions taken on behalf of Blanco EMS can serve as a positive example and guidance for other troubled EMS organizations.
